Alliance is governed by a talented and diverse Board of Directors responsible for comprehensive planning, budgeting, implementing, and monitoring of community-based mental health, intellectual and developmental disability, and substance use services to meet the needs of individuals from Cumberland, Durham, Johnston, Mecklenburg, Orange and Wake counties.

Lynne Nelson was appointed to the Alliance Board in 2018. Her professional background includes over 30 years of experience in healthcare software, data and consulting services around performance improvement for healthcare organizations. In her role as Client Executive at Atos-NAO she works with healthcare organizations in the Southeast in providing IT and digital health solutions in population health, electronic health records, cybersecurity, revenue cycle, enterprise resource planning, and accelerated learning adoption services. Ms. Nelson’s interest in serving on the Alliance Board was driven by her personal experience as a mother of a drug addict for 10 years who ultimately lost his life to a heroin/fentynal overdose in 2016. She values the excellent and much-needed services that Alliance Health provides to the underserved population in its coverage area.
Ms. Nelson received her B.S. in Business Education from East Carolina University, where she also worked for the Dean of the School of Business. She is certified as a Six Sigma Green Belt (GE). In addition to her work on the Alliance Board, she is actively involved in opportunities that promote mental health advocacy across North Carolina.

David Hancock, MPIA, MBA joined the Alliance Board in 2018. In his capacity as an Advisory Industry Consultant for SAS Institute, he assists healthcare organizations with complex issues while maximizing the value of their data through analytics. He has over 20 years of experience working with Medicaid and public health agencies. Prior to joining SAS Mr. Hancock led the State Health Solutions practice for Telligen, a quality improvement organization focused on delivering assessment services, utilization management, care management, and information technology to Medicaid agencies, and he has extensive payment integrity, coordination of benefits, and Medicaid eligibility experience gained through his consulting engagements.
Following graduation from Boston University with a Bachelor of Arts in International Relations, Mr. Hancock worked on Capitol Hill and later received his Master’s in Public and Internal Relations and his Master’s in Business Administration from the University of Pittsburgh. Glenn Adams has represented the Cumberland Board of County Commissioners on the Alliance Board since 2018. He is also a member of the Cape Fear Valley Hospital System Board of Trustees, and is a current or former Board of Commissioners liaison to the Library Board of Trustees, Cumberland Community Action Program, and the Public Works Commission, and is an appointed member of the Juvenile Crime Prevention Council and the Southeastern Economic Development Commission. Mr. Adams has been involved in various professional and civic organizations, having given his time to the NCCU Board of Trustees, the E.E. Smith Giving Circle, Cumberland County Sheltered Workshop, Fayetteville Urban Ministry, Fayetteville Museum of Art, and Fayetteville YMCA.
Mr. Adams received his Bachelor of Arts from NC State University and his Juris Doctorate from the NCCU School of Law. He is a member and past president of the Cumberland County Bar Association and a member of the North Carolina Bar Association, the North Carolina State Bar, North Carolina Advocates for Justice, and the Fayetteville Area Minority Lawyers Association. Mecklenburg County Commissioner Leigh Altman joined the Alliance Board in 2022. Before moving to Charlotte, she served as lead attorney for the Georgia Governor’s Office of Consumer Affairs and the Commission on Equal Opportunity. Upon moving to Charlotte in 2009, Altman continued her legal advocacy as a guardian ad litem for seniors and adults with disabilities and as a staff attorney at Charlotte’s Council for Children’s Rights. Later, she served as the Juvenile Defense Attorney Representative on the Mecklenburg County Juvenile Crime Prevention Council. Through her 17-year career as an attorney, Altman worked as an advocate for at-risk and vulnerable community members and carries this mission to her current role.
Through the years, Ms. Altman has volunteered her time to assist domestic abuse victims, women seeking reproductive healthcare, and those facing the death penalty. She has also been committed to increasing voter turnout as a precinct chair and as board member of the Democratic Women of Mecklenburg County.

Heidi Carter, MS, MPH has represented the Durham Board of County Commissioners on the Alliance Board since 2016. Ms. Carter served on the Durham Public Schools Board of Education from 2004-2016, including four years as its chair. Her interest in public health and the links between physical/mental health, educational success, and economic prosperity guide her service on the Alliance Board, as well as her own experiences with loved ones seeking care for mental illness.
Ms. Carter received her Master’s of Public Health Degree in Maternal and Child Health from the UNC Gillings School of Global Public Health, her Master’s of Science Degree in Medicinal Chemistry from UNC, and her Bachelor of Science Degree in Biology from Duke University. She currently represents Durham County on the NC Association of County Commissioners Health and Human Services Committees as well as on a number of other local, regional, and state boards and committees.

George P. Corvin, MD, DFAPA returned to the Alliance Board in 2022, a role he held from 2012 to 2020. Previously he served for three years on the Wake County Human and Environmental Services Board. A resident of Wake County, Dr. Corvin has been a partner at North Raleigh Psychiatry since 1997. After obtaining his medical degree from the University of Alabama School of Medicine in 1992, he completed a residency in General Psychiatry at the Medical College of Georgia where he served as Chief Resident from 1995-1996. Following his residency, Dr. Corvin completed a fellowship in Forensic Psychiatry with the United States Department of Justice.
He is Board Certified as a General and Forensic Psychiatrist by the National Board of Physicians and Surgeons and was named a Distinguished Fellow of the American Psychiatric Association in 2009. Dr. Corvin practiced at Holly Hill Hospital in Raleigh from 1997 until 2006 where he served as Medical Staff President for six years and as Medical Director of the chemical dependency treatment program. In recent years, he has become involved in numerous projects impacting public mental health and substance abuse treatment throughout North Carolina.

Carol Council, MSPH, was appointed to the Alliance Board in 2020, representing Durham County. Ms. Council has a background in behavioral health, epidemiology, economics, and treatment outcome research. She has over 30 years of experience in the research and evaluation of community mental health and substance use and has a particular interest in improving systems of care in North Carolina.
Ms. Council received her Master’s in Public Health from the University of North Carolina at Chapel Hill. She is retired from RTI International’s Behavioral Health and Treatment Quality Program.

David Curro was appointed to the Board of Directors at Alliance Health in March of 2018. A retired Quality Engineer and U.S. Army veteran, he currently serves in a variety of volunteer roles. In addition to the Alliance Board, he chairs the Alliance Health Consumer and Family Advisory Committee (CFAC) and acts as a facilitator of the Next Step Support Group in Wake and Durham counties, a parent-driven organization that helps parents and caregivers of adults experiencing a developmental disability. Mr. Curro manages a website for Next Step and produces a monthly organizational newsletter with a circulation of over 310 people in the Triangle and surrounding counties. Next Step also boasts a Facebook group with over 150 members, representing 50% growth over the past year.
Mr. Curro earned his Bachelor of Science degree in Business Administration from Methodist University in Fayetteville. His service on the Alliance Board is just one example of his active and committed advocacy for the intellectual/developmental disability community.

Mecklenburg County Manager joined the Alliance Board in 2022. She began her professional career with a 10-year stint with the City of New York, including eight in the Mayor’s Office before moving on to leadership positions in the cities of Stamford and Danbury, CT.
Ms. Diorio joined Mecklenburg County in 2007 as director of the Department of Financial Services, was promoted in 2013 to Assistant County Manager, and in 2014 was selected as the first woman to serve as Mecklenburg County Manager. In that role she serves on a variety of boards, including Charlotte Center City Partners, the Charlotte Sports Foundation, the Charlotte Regional Business, Blumenthal Performing Arts, and United Way of Central Carolinas, in addition to her service to Alliance.

Vicki Evans joined the Alliance Board in 2021. She currently holds the position of Finance Director and General Manager of Financial Services for Cumberland County. For nearly 30 years Ms. Evans has served the public sector in various financial roles at the local level in North Carolina, at the state level in Missouri and Washington, and at the federal government level and in the U.S. Army.
Ms. Evan’s background in finance and public service provides valuable insight in understanding the challenges faced with effectively managing public funds to provide medically necessary care through effective leadership, sound fiscal practice, and strategic thinking. She is committed to representing Cumberland County and the entire Alliance Health region by providing valuable input on governmental finance matters.

Johnston County Commissioner Ted Godwin joined the Alliance Board in 2021. A retired senior vice president of KS Bank, he serves on a number of boards and committees in addition to the Board of County Commissioners and the Alliance Board, including the Johnston County Education Foundation, Highway 70 Corridor Commission, US 70 Economic Impact Study Steering Committee, Western Johnston Regional Water & Sewer Authority, and Veterans Services Advisory Board.

Jean Hamilton joined the Alliance Board in 2023. Prior to her election to the Orange County Board of Commissioners, she served on the Chapel Hill Carrboro City Schools Board of Education from 2005-2011 and 2019.

As a Certified Public Accountant and managing partner in the firm Dees, Jackson, Jackson & Associates, he specializes in the areas of general business consulting, taxation, and litigation support. An alumnus of Wake Forest University, Mr. Jackson has served on the Johnston County Board of Commissioners and contributed his expertise to a wealth of other local and statewide boards and organizations.

Michael C. Joseph, MD, MPH, FACPM joined the Alliance Board in 2023. A resident of Orange County, Dr. Joseph’s medical background and experience in health services, especially for underserved populations, closely align with Alliance’s mission, vision and values. After graduating from Harvard College, he obtained his medical degree and Master’s in Public Health from the University of California. He is board certified in both General Preventative Medicine and Public Health.

Wake County Commissioner Cheryl Stallings joined the Alliance Board in 2023. She has been a co-owner and practicing psychologist at a Raleigh-based child, family and adolescent practice since 2000. In addition to being a North Carolina licensed psychologist, she is certified as an NC health services provider psychologist, and is a member of the NC Psychological Association and the NC Division of Independent Professional Practice.
Ms. Stallings received her Bachelor of Arts in Psychology from NC State University, a Master of Arts in Psychology with Certificate of Advanced Study in School Psychology from East Carolina University, and a Ph.D. in Psychology with Educational Administration minor at N.C. State.

Samruddhi Thaker, Ph.D., MHA, MBBS, was appointed to the Alliance Board in 2021, representing Durham County. She was trained as a physician in India and is a health services researcher and a public health professional.
Dr. Thaker has over two decades of training and experience in health care administration and government relations. This gives her the knowledge needed to navigate complex systems, many of whom we partner with. She has successfully collaborated on health services research, health policy development, and implementation projects and proposals to transform health care organization and delivery and to improve health care and health outcomes both at home and abroad.
Dr. Thaker also has experience serving on Durham’s Consumer and Family Advisory Committee (CFAC), which gives her unique insight into some of the challenges faced by the families we serve. Anthony Trotman joined the Alliance Board in 2022. As Mecklenburg Deputy County Manager, he oversees the County’s health and human services agency that includes the social services, public health, community resources, and community support services departments. He manages approximately 3,000 employees with an annual budget of $350 million.

Prior to joining Mecklenburg County, he served as the Director of the Department of Job and Family Services for Franklin County, Ohio and Chief of Staff at the State of Ohio Department of Job and Family Services with a $19 billion annual budget.

Board Vacancies
Now is a critical time to make a difference in public behavioral healthcare as both the federal government and our state legislature consider how to design and fund critically important services for individuals in our communities.
Qualifications/Expectations
Individuals with technical expertise in the following areas will be sought for vacancies:
Physicians with experience in the fields of behavioral health, substance abuse services and/or integrated care.

- Physical Health Background/Expertise
- Technology/Data Analytics Experience
- Human Resources/Talent Management
- Political/Community Connections
Employees or family members of employees or volunteers of provider agencies or vendors contracted with Alliance, or persons with a financial interest or ownership in any such agency or vendor, are not eligible to serve. All appointments to the Alliance Board are made by the respective boards of county commissioners.
The Alliance Board meets monthly. Meetings take place each quarter at one of the community offices; otherwise, meetings occur at the Home office in Morrisville. Board members also participate in two-three subcommittees based on their expertise and interests. Most Board members dedicate between six-10 hours per month to Board activities, and more if they serve on special projects.
