Alliance is governed by a talented and diverse board of directors responsible for comprehensive planning, budgeting, implementing, and monitoring of community-based mental health, intellectual and developmental disability, and substance use services to meet the needs of individuals from Cumberland, Durham, Harnett, Johnston, Mecklenburg, Orange and Wake counties.

Mecklenburg County Manager joined the Alliance Board in 2022. She began her professional career with a 10-year stint with the City of New York, including eight in the Mayor’s Office before moving on to leadership positions in the cities of Stamford and Danbury, CT.
Ms. Diorio joined Mecklenburg County in 2007 as director of the Department of Financial Services, was promoted in 2013 to Assistant County Manager, and in 2014 was selected as the first woman to serve as Mecklenburg County Manager. In that role she serves on a variety of boards, including Charlotte Center City Partners, the Charlotte Sports Foundation, the Charlotte Regional Business, Blumenthal Performing Arts, and United Way of Central Carolinas, in addition to her service to Alliance.
Ms. Diorio earned her bachelor’s degree in social services from the State University of New York at Plattsburgh, and a master’s degree in public administration from Columbia University.

George P. Corvin, MD, DFAPA returned to the Alliance Board in 2022, a role he held from 2012 to 2020. Previously he served for three years on the Wake County Human and Environmental Services Board. A resident of Wake County, Dr. Corvin has been a partner at North Raleigh Psychiatry since 1997. After obtaining his medical degree from the University of Alabama School of Medicine in 1992, he completed a residency in General Psychiatry at the Medical College of Georgia where he served as Chief Resident from 1995-1996. Following his residency, Dr. Corvin completed a fellowship in Forensic Psychiatry with the United States Department of Justice.
He is Board Certified as a General and Forensic Psychiatrist by the National Board of Physicians and Surgeons and was named a Distinguished Fellow of the American Psychiatric Association in 2009. Dr. Corvin practiced at Holly Hill Hospital in Raleigh from 1997 until 2006 where he served as Medical Staff President for six years and as Medical Director of the chemical dependency treatment program. In recent years, he has become involved in numerous projects impacting public mental health and substance abuse treatment throughout North Carolina.

Michelle Burton joined the Alliance Health Board in 2025 representing the Durham County Board of Commissioners. Ms. Burton is a retired librarian with nearly 30 years of service in North Carolina public schools, including Durham, Wake, and Alamance-Burlington school systems. Throughout her career, she led school library programs, advanced literacy initiatives, and curated inclusive media collections tailored to diverse student populations. She also held leadership roles in professional and advocacy organizations, including serving as President of the Durham Association of Educators and the NCAE Student Services Division.
Ms. Burton earned her Master of Science in Library Science from North Carolina Central University and a Bachelor of Arts in Speech Communication and Rhetoric from the University of North Carolina at Chapel Hill. Her board service includes the Durham Public Schools Foundation, the North Carolina School Library Media Association, and the North Carolina Foundation for Public School Children.

Caitlin Fenhagen joined the Alliance Board in 2025 representing Orange County. She serves as Deputy County Manager, where she oversees behavioral health initiatives and justice-related programs. Previously, she directed the Orange County Criminal Justice Resource Department, leading efforts in pretrial reform, diversion programs, and reentry services. Ms. Fenhagen has a long-standing commitment to improving outcomes for justice-impacted individuals, with a career that includes roles as a public defender, capital defender, and adjunct law professor.
She holds a Juris Doctor from the University of North Carolina School of Law and a Bachelor of Arts in Sociology from UNC-Chapel Hill. Ms. Fenhagen serves on several statewide and local boards and advisory groups focused on equity, behavioral health, and public safety.

Arthur serves on the Board of County Commissioners, representing all of Mecklenburg County’s 1.2 million residents. He was first elected as commissioner in 2022. Arthur retired as a senior vice president for McGraw-Hill Education in New York. At McGraw-Hill Education, he led a national business development team collaborating with school superintendents and administrators in identifying strategies and solutions to achieve their institutional goals. In 2014, he was responsible for and achieved a $670 million-dollar revenue target at 101%.
Prior to joining McGraw-Hill Education, Arthur served 17 years on the Charlotte-Mecklenburg Board of Education. He led the board as Chairman from 1997 to 2002. During this period, Arthur served as a member of the National Assessment of Educational Progress Advisory Committee (NAEP); guest lecturer at Harvard University’s Graduate School of Education; University of Virginia’s Partnership for Leaders in Education; resident faculty member of the Broad and Texas Institute for School Board Members; member with distinction on the Executive Committee of the Council of the Great City Schools and Steering Committee member of the Council of Urban Boards of Education. He is nationally recognized in public school governance.

While working for Legal Services, he represented clients before state and federal administrative law judges in public benefits, housing, unemployment insurance and Social Security Disability.

She is an experienced attorney and corporate counsel with a strong background in commercial contracts, construction law, and compliance. Ms. Gwynn currently serves as Legal Counsel for Parsons Corporation, a global engineering firm with markets segments in defense, intelligence, and critical infrastructure. She previously held legal roles at Brightmark, Turner Construction Company, and Avalara, and has managed complex commercial deals across multiple industries including healthcare, higher education, and government.
Ms. Gwynn holds a Juris Doctor from North Carolina Central University School of Law, a Bachelor of Arts in Women’s and Gender Studies from Wake Forest University, and a Certificate in Negotiation Mastery from Harvard Business School Online. Jean Hamilton joined the Alliance Board in 2023. Prior to her election to the Orange County Board of Commissioners, she served on the Chapel Hill Carrboro City Schools Board of Education from 2005-2011 and 2019.
Ms. Hamilton also served on the boards of Women AdvaNCe and the Arts Center in Carrboro. She is a long-time volunteer for the Orange County Democratic Party and was chair of the Booker Creek (now part of Cedar Falls) precinct.
Ms. Hamilton wrote and received a NIH minority supplement grant in 2003 and worked as a public health researcher at UNC Chapel Hill studying how childcare settings impact infant care and feeding. She received a Masters in Social Work from UNC in 2010 and worked for Aging Family Services (now LifeLinks), a geriatric care management firm in Raleigh, as a guardian of the person for adults for several years. She also worked as a social worker for Duke Hospice and a student counselor at UNC Greensboro before starting a private psychotherapy and counseling practice in Chapel Hill.

David Hancock, MPIA, MBA joined the Alliance Board in 2018. In his capacity as an Advisory Industry Consultant for SAS Institute, he assists healthcare organizations with complex issues while maximizing the value of their data through analytics. He has over 20 years of experience working with Medicaid and public health agencies. Prior to joining SAS Mr. Hancock led the State Health Solutions practice for Telligen, a quality improvement organization focused on delivering assessment services, utilization management, care management, and information technology to Medicaid agencies, and he has extensive payment integrity, coordination of benefits, and Medicaid eligibility experience gained through his consulting engagements.
Following graduation from Boston University with a Bachelor of Arts in International Relations, Mr. Hancock worked on Capitol Hill and later received his Master’s in Public and Internal Relations and his Master’s in Business Administration from the University of Pittsburgh. Rasheeda McCormick, MBA, joined the Alliance Board in 2025 with a strong dedication to advocacy and community empowerment. As a Program Auditor for the North Carolina Community College System’s Office of Proprietary Schools, she evaluates post-secondary institutions for compliance with licensing standards, conducts investigations, and provides technical assistance to educational institutions across the state. Her career spans roles in financial services, higher education admissions, and employee assistance programs, showcasing her commitment to service and operational excellence.
Ms. McCormick earned her Master of Business Administration from Pfeiffer University. She is an active member of the National Black MBA Association and the NC Association of Realtors, and serves on the Alliance Health Consumer and Family Advisory Committee. Dr. Vandna Munshi joined the Alliance Board in 2024 representing Durham County. She brings over 30 years experience in drug discovery and pharmaceutical quality systems, having worked in both academia and the pharmaceutical industry. Dr. Munshi held senior roles at Merck & Co., where she contributed to the development of multiple clinical drug candidates and led quality assurance efforts for vaccine manufacturing. She holds a Ph.D. in Biology, is Six Sigma Green Belt certified, and has authored numerous peer-reviewed scientific publications.
Her interest in serving on the Alliance Board is deeply personal, shaped by her lived experience as a parent and her commitment to public health. Dr. Munshi has served on Alliance’s Consumer and Family Advisory Committee (CFAC) and is a board member of We Will Walk With You, an organization supporting families of children with disabilities. She is also active in the community through her involvement with the Triangle Luncheon Civitan Club, Reality Ministries, Special Olympics of NC, and Gigi’s Playhouse Raleigh.

Lynne Nelson was appointed to the Alliance Board in 2018. Her professional background includes over 30 years of experience in healthcare software, data and consulting services around performance improvement for healthcare organizations. In her role as Client Executive at Atos-NAO she works with healthcare organizations in the Southeast in providing IT and digital health solutions in population health, electronic health records, cybersecurity, revenue cycle, enterprise resource planning, and accelerated learning adoption services. Ms. Nelson’s interest in serving on the Alliance Board was driven by her personal experience as a mother of a drug addict for 10 years who ultimately lost his life to a heroin/fentynal overdose in 2016. She values the excellent and much-needed services that Alliance Health provides to the underserved population in its coverage area.
Ms. Nelson received her B.S. in Business Education from East Carolina University, where she also worked for the Dean of the School of Business. She is certified as a Six Sigma Green Belt (GE). In addition to her work on the Alliance Board, she is actively involved in opportunities that promote mental health advocacy across North Carolina.

Heather Skeens, MBA, joined the Alliance Board in 2024. Ms. Skeens has been Cumberland’s Assistant County Manager for Community Support since October 3, 2022. Before becoming Assistant County Manager for Community Support, she was Cumberland County’s DSS Director. Prior to that, she was the Health and Human Services Director in Guilford County. She previously worked for Cumberland County DSS for eight years, serving as Assistant Director of Children’s Services and the Deputy Director.
Her 30-year career in Human Services also includes service in Onslow County and with the N.C. Department of Health and Human Services. Ms. Skeens earned her undergraduate degree in psychology at Sweet Briar College in Virginia and her M.B.A. from University of Maryland, College Park.

Wake County Commissioner Cheryl Stallings joined the Alliance Board in 2023. She has been a co-owner and practicing psychologist at a Raleigh-based child, family and adolescent practice since 2000. In addition to being a North Carolina licensed psychologist, she is certified as an NC health services provider psychologist, and is a member of the NC Psychological Association and the NC Division of Independent Professional Practice.

Bill Stovall joined the Alliance Board in 2025 as a representative of the Johnston County Board of Commissioners. He brings more than 35 years of public service experience as a licensed Professional Engineer with the North Carolina Department of Public Safety and the Department of Correction. His work focused on the design and construction of residential housing for incarcerated individuals, as well as medical and mental health care facilities.
Throughout his career, Mr. Stovall collaborated with a wide range of health care professionals, gaining a strong understanding of strategies for delivering effective physical health care, mental health services, and substance use treatment. He also serves as a liaison to the Johnston County Board of Commissioners and advocates for the county’s interests with members of the North Carolina General Assembly.

Brent Trout was appointed County Manager of Harnett County on January 18, 2022. Trout has over 30 years of experience in local government administration throughout Iowa and Kansas. He served as the City Manager of the City of Topeka from September 2017 to December of 2021. He also served as the City Administrator of four other cities in Iowa: Bancroft (900), Eagle Grove (3,700), Boone (12,800) and Mason City (28,000).
He received his Bachelor's Degree in Public Administration from Drake University in 1988 and Master's Degree in Public Administration from Drake University in 1990.
Trout served 29 years in the Iowa National Guard, retiring at the rank of Lieutenant Colonel in November of 2015. His time in the military service included a tour overseas in 1990 for Desert Storm and again in 2004 for Iraqi Freedom.

Board Vacancies
Now is a critical time to make a difference in public behavioral health care, as both the federal government and our state legislature consider how to design and fund critically important services for individuals in our communities.
Qualifications/Expectations
Individuals with technical expertise in the following areas will be sought for vacancies:
Physicians with experience in the fields of behavioral health, substance abuse services and/or integrated care.

- Physical health background/expertise
- Technology/data analytics experience
- Human resources/talent management
- Political/community connections
Employees or family members of employees or volunteers of provider agencies or vendors contracted with Alliance, or persons with a financial interest or ownership in any such agency or vendor, are not eligible to serve. All appointments to the Alliance board are made by the respective boards of county commissioners.
The Alliance board meets monthly. Meetings take place each quarter at one of the community offices; otherwise, meetings occur at the home office in Morrisville. Board members also participate in two-three subcommittees based on their expertise and interests. Most board members dedicate between six to 10 hours per month to board activities, and more if they serve on special projects.
