What is EVV?
Electronic visit verification (EVV) is federally mandated for certain in-home services through the 21st Century Cures Act to reduce Medicaid fraud.
EVV uses GPS location tagging when a caregiver clocks in and out at a member’s home to verify a member has received services.
How does it work?
North Carolina Tailored Plans (and most Standard Plans) have partnered with HHAeXchange (HHA) as their designated EVV vendor.
EVV mandated services must have visit verification attached to claims.
Caregivers must clock in and out through HHAeXchange approved methods including the free HHAeXchange app (for all smartphones) or telephonic clocking via member’s home land-line.
What services are mandated?
For select services under the Innovations Waiver, 1915i and TBI (Traumatic Brain Injury) Waiver and in-home personal care service (PCS), EVV must be captured and invoiced (billed and exported) from HHAeXchange.

For select home health services, providers must capture visits (caregiver clock in and out), but have the option to bill through HHAeXchange, or bill the claims directly to Alliance.
Please review Alliance’s Home Health Crosswalk for information on what services are mandated, and how authorizations should be obtained to bill select non-covered service codes.

If you will need to bill for or capture EVV visits and have not yet signed up to use HHA through their free MCO portal, please do so through the HHAeXchange LME Provider Portal Questionnaire.

If you need to submit a prior authorization request for services, please visit the Procedure Code Lookup tool, and follow the directive indicated when searched.
How to bill when issued an “ALL” authorization.
Alliance utilizes an “ALL” authorization for CLS under Innovations and 1915i waivers to allow a provider to bill for EVV (In-home) services as well as the community equivalent (when a visit begins or ends in the community) without having to issue multiple authorizations.
Reference our EVV Service Matrix to see how CLS crosswalks into its community and EVV-exempt equivalents.

EVV mandated PCS services under Alliance Health benefit plan include:
99509 HA – Beneficiaries under 21 years
99509 HB – Beneficiaries 21 years and older
The following service codes do not require EVV, and should be billed through Alliance Claims System – 99509 HC, HH, HI, HQ, TT, & SC.
