It is vital to recovery and improving quality of life. We are always exploring new opportunities to move people with complex needs from homelessness to safe, stable housing, and to help them stay there.

The Independent Living Initiative Program (ILI) is a short-term, one-time program for children and adults who get enhanced services through Alliance Health. The goal of the ILI housing program is to help applicants who are behind on their rent, homeless, facing possible eviction or utility disconnection, or need start-up funds for new housing (such as a security deposit). An applicant is the person who is applying for ILI funding for themselves or the parent or legal guardian of a child, youth or adult they are legally responsible for.
To submit an ILI application, providers must register and attend a training session to gain access to Alliance’s online portal. Alliance no longer accepts hard copy applications.
Transitions to Community Living (TCL) provides eligible adults living with serious mental illnesses the opportunity to choose where they live, work and play, which promotes recovery through providing long-term housing, community-based services, supported employment and community integration.
The DASH supportive housing program is a federally-funded program in Durham County that provides rental assistance and supportive services to help the most vulnerable households with an adult family member who has a disability move from homelessness to affordable permanent housing.
Under Medicaid clinical policy, all Medicaid beneficiaries who are referred to or seeking admission to Adult Care Homes licensed under NC General Statute (G.S.) 131D-2.4 must be screened through the Referral Screening Verification Process (RSVP) to determine whether the individual has SMI or SPMI. Adult Care Home providers licensed under G.S. 131D-2.4 will not receive prior approval to bill for State Plan Personal Care Services without verification of a referral screening ID.
LME/MCOs or their contracted entities will be responsible for completing the screening verification process. The referral will be sent to the LME/MCOs for verification of whether an individual has an SMI or SPMI as well as verification of the individual’s Medicaid/financial eligibility in order to determine eligibility for TCLI.
