Alliance Health is the managed care organization for public behavioral healthcare services in your local area. We assist our members to find apartments with property owners throughout Wake, Durham, Johnston, and Cumberland counties. Our team coordinates highly effective, community-based support to improve peoples’ health and well-being. We manage diverse partnerships with qualified local providers to help residents thrive in housing.

Alliance believes that access to decent, safe, affordable housing and caring supportive services provides critical stability for individuals and families. Working collaboratively with its public, private and nonprofit partners, Alliance is committed to a focus on effective, efficient solutions to increase quality, affordable housing capacity and options for persons with behavioral health issues.

We administer the Transition to Community Living Voucher as part of a statewide rental assistance program called the Transition to Community Living Initiative (TCLI). The voucher provides a rental subsidy to access quality affordable housing to members in our four-county region. Alliance members choose their own apartments and neighborhoods.

• Timely subsidy payments made directly from Alliance Health to landlords every month.
• Electronic Funds Transfer for direct deposit of Housing Assistance Payments (HAP).
• Direct staff contact and immediate professional communication and administration.

Property owners and managers receive reliable financial and customer service support from Alliance.  Alliance provides highly effective oversight of the voucher program and provides professional support during tenancy to ensure success and troubleshoot any issues that occur.

Every individual served by Alliance with the TCLI Voucher receives a standard lease like any other renter in North Carolina. In addition to the lease, the individual, the property owner, and Alliance enter into an additional contract called the Housing Assistance Payment Agreement (HAP). This contract provides coverage and support to all three parties and clearly delineates the payment structure for the voucher program.

If a property wishes to recoup money for tenant nonpayment of rent, abandonment of unit, or unit damage, Owners or Property Managers can file a special claim to be paid by Alliance. Alliance staff work with the Owner or Property Manager to ensure the process is completed.

Professional service providers work with TCLI Voucher tenants throughout their apartment search and for the duration of their time as a resident at your property.  Staff at Alliance provide support and oversight to our highly qualified network providers that assist with both clinical and practical tenancy support to ensure the person is successful in living independently and contributing to the community.  Residents work on home management, meeting personal goals, taking care of their health, and starting or continuing employment.

The Transitions to Community Living Initiative (TCLI) is the result of the State of North Carolina entering into a settlement agreement with the United States Department of Justice (USDOJ) on August 23, 2012. The purpose of this agreement is to assure that persons with documented disabling conditions are allowed to reside in their communities in the least restrictive settings of their choice. The North Carolina Department of Health and Human Services (DHHS) and the North Carolina Housing Finance Agency (NCHFA), along with statewide Managed Care Organizations (MCO) like Alliance Health are the administrators for the initiative.

The TCL Initiative includes the Transition to Community Living Voucher (TCLV). The voucher program provides an opportunity to bring high-quality, affordable housing to individuals throughout Durham, Wake, Cumberland and Johnston counties. By partnering with Alliance, property owners around our region have received the benefit of timely subsidy payments and superb customer service, and have made a valuable contribution to our mission to make housing part of a holistic healthcare strategy. Alliance staff work in partnership with property owners throughout tenancy to ensure success, and troubleshoot any issues that arise. Property owners can receive holding fees and can utilize our Special Claims benefit in the event of damages or vacancies.

Alliance is the subsidy administrator for the TCLI Voucher Program and works with the NC Department of Health and Human Services and the NC Housing Finance Agency to ensure that we are achieving our goals of the program and making enhancements when necessary.
