Independent Living Initiative
The Independent Living Initiative Program (ILI) is a short-term, one-time assistance program for children and adults receiving enhanced benefits services through Alliance Health. An applicant is defined as the person who is applying for ILI funding for him/herself OR the parent or legal guardian of a child, youth or adult consumer with diminished capacity. The intent of the ILI Housing Program is to assist applicants who are behind on their rent, homeless, facing possible eviction or utility disconnection or are in need of start-up funds for newly acquired housing (i.e. security deposit).
In order to submit an ILI application for financial assistance, providers must register and attend a training session to gain access to Alliance’s online portal. Alliance no longer accepts hard copy applications.
In an effort to distribute ILI Program funds across Alliance’s four county catchment areas (Durham, Wake, Johnston and Cumberland), applicants may only receive assistance once per fiscal year unless there are compelling circumstances. The premise of the ILI Program funds is to assist low-income individuals and families who are at-risk of becoming homeless, unstably housed or homeless. If the applicants have assets or other financial supports such as help from friends, family or a non-profit organization, they may be ineligible for assistance. Alliance strongly encourages applicants to seek assistance through human services or other charitable agencies before seeking assistance through the ILI Program.
Rent payments will be issued directly to the landlord via direct deposit or postal mail. In order to receive the rent payment through a direct deposit, the landlord or property management company must submit an EFT (Electronic Funds Transfer) form, along with a voided check to Alliance prior to the submission of an application. Alliance requires each landlord or property management company to complete a vendor profile and W-9 form.
The lease agreement must be in the name of the applicant or parent/legal guardian. Payments will not be issued to landlords for damage to the unit or for work order fees. Alliance is not responsible for any lost or stolen checks. All applications are reviewed weekly and awarded assistance appropriate to the applicant’s need and risk factors. Providers are notified via email whether or not an application is approved or denied. When requesting rent payments, the ILI application must include one or more of the following documents:
- Eviction notice
- Late notice
- Intent-to-rent letter
Landlords/property managers are required to return security deposits to Alliance upon termination of the lease. If any portion of the deposit cannot be refunded, the landlord will provide a written explanation regarding the reduction in the security deposit. The maximum security deposit amount is not to exceed the monthly rental amount.
Utility Payments and Deposits
Utility payments must be issued directly to the identified vendor.
In an effort to assist consumers and build upon our relationship with Duke Energy, Alliance’s Housing Staff are authorized to make pledges of financial assistance on behalf of eligible account holders who are at risk of a utility disconnection due to non-payment. Alliance defines utilities as water, electric and gas services. Utility bills must be in “disconnection” status and have the appropriate supporting documentation. Cable, internet and phones are not defined as utilities and cannot be considered for payment.

Eligible applicants should be receiving one or more of the following services AND be at risk of homelessness or in jeopardy of utility disconnection:

An applicant must be a resident of Cumberland, Durham, Johnston or Wake County. ILI funding is based on the consumer’s county of residence rather than the county of the provider. Undocumented individuals are not eligible for ILI funding regardless of their level of care or service. However, if a spouse, parent or sibling who lives in the household is a legal resident, then the consumer may be eligible for ILI funding. Proof of legal residency will be required for the biological relative of the undocumented consumer.
An unforeseeable event or crisis which may jeopardize an applicant’s housing or utility service within 30 days or less.
Applicants with incomes at or below 60% of Area Median Income (AMI) are eligible to receive financial assistance. (see chart below)

Reasonable Expectation for Sustainable Solution
At the time an application is submitted, the applicant will be required to demonstrate how he/she will be able to maintain housing once the ILI assistance has been exhausted.
Restoring Hope Initiative
Alliance has implemented a component of the ILI Housing Program called the Restoring Hope Initiative. The Restoring Hope Initiative is a 3-6 month longer rental assistance program targeting frequent utilizers who are homeless or precariously housed. Frequent utilizers tend to be an individual who frequent emergency rooms, the criminal justice system and shelters. Continued assistance is contingent upon the applicant’s monthly progress toward self-sufficiency (i.e., employment search, enrollment in educational/job training program, etc.). Application Submission Procedures
- Providers wishing to access the ILI Housing application will be required to complete a free training session offered by Alliance. Trainings are offered monthly in one or more of Alliance’s catchment county areas.
- Upon completion of the ILI -User Training, an ILI Housing Coordinator will register providers in the ILI System. Providers will receive an email with a temporary, system-generated password which will give them access to the online ILI Housing application.
- Before starting the application, care coordinators and contract providers are encouraged to gather the documentation required in order to complete the application. Some documents may include:
- Paystubs from last 30 days
- Employer statement (for new hires)
- Current social security statements (must be dated within last 90 days),
- Print-out of child support payments
- Valid NC picture ID
- Social security cards
- Intent to rent letter (for start-up housing)
- Eviction or late notice
- Lease agreement (*required for all late rent or eviction prevention requests)
- Utility disconnection notice (must be a FINAL NOTICE)
- Housing Assistance Payment (HAP)
- Childcare assistance payments
- W-9 (completed by landlord/property manager)
- Vendor profile form (completed by landlord/property manager)
- Legal Guardianship documents
- Alliance requires all vendors to complete a W-9 tax form PRIOR to receiving initial assistance from Alliance. Alliance cannot issue payments to vendors who refuse to complete a W-9 and vendor profile form.
- Once the required documents have been scanned, Providers can login and submit applications by accessing the web-based application tool.
- Upon successful submission, a system-generated email will be sent to the provider informing him/her that the application has been forwarded to ILI Housing Coordinator.
- ILI applications will be reviewed weekly by the ILI Housing Coordinator assigned to the applicants county of residence.
- Within three (3) business days following the review by the ILI Housing Coordinator and the ILI Housing Supervisor, a system-generated email will be sent to the provider regarding approval or denial of the application.
- If the application is approved, a check or electronic funds transfer will be issued directly to vendor within ten (10) business days of the approval. Providers will not be permitted to pick up checks for housing or utility assistance.
PLEASE NOTE: All documents must be uploaded via the ILI Housing web-based application tool in order for the application to be considered “complete.” Any document or information received apart from the online application will not be accepted or processed. If you are having difficulty uploading your documents, please contact your company’s IT department or an Alliance ILI Housing Coordinator.
Requirements of Providers and Participants
Before submitting an ILI application, the referring service provider should verify that the applicant meets the ILI eligibility criteria. Alliance has an obligation to meet specific state and county requirements for the ILI program. Alliance is committed to assist providers with housing and community resources for individuals and households who are in need of affordable and sustainable housing. We are dedicated to serve program participants, landlords and property managers with every reasonable effort to assure a successful and sustainable housing experience. In doing so, service providers are required to adhere to the following requirements:
- Attend housing training prior to submitting an ILI application. Contact your local ILI Housing Coordinator or Alliance’s website for the dates and location of the trainings
- Provide accurate and truthful information for payment requests
- Assist applicants in understanding that ILI financial assistance is only short-term
- Assist applicants with all required documents and acquiring supplemental verification to ensure eligibility for the program (i.e., eviction notice, lease agreement, pay stubs, bank statements, social security verification, utility bill)
Any legal costs or fees associated with fraudulent or criminal activity will be the responsibility of the Provider. Any criminal activity will be referred to the Alliance Legal Counsel for possible prosecution.
Applicants are required to adhere to the following requirements:
- To engage in and comply with treatment recommendations and services
- To comply with the terms of the lease and occupancy agreement
- To report any changes in household income or family composition within 10 days (if receiving assistance for more than one month)
- To allow professional service provider, Alliance, and the ILI Housing Coordinator to contact the landlord and/or utility companies (as needed)
- To pay back security deposits to Alliance Behavioral Healthcare upon termination of lease
Transitions to Community Living
The Transitions to Community Living Initiative is the result of the State of North Carolina entering into a settlement agreement with the United States Department of Justice (USDOJ) on August 23, 2012. The purpose of this agreement is to assure that persons with mental illness are allowed to reside in their communities in the least restrictive settings of their choice. The agreement is the end product of over a year of negotiations between the State and the USDOJ.

As part of the Transition to Community Living Initiative across North Carolina, Alliance and the North Carolina Housing Finance Agency are proud to implement and administer the Transition to Community Living Voucher. This voucher program provides an opportunity to bring high-quality affordable housing to individuals throughout Durham, Wake, Cumberland and Johnston counties. By partnering with Alliance, property owners around our region have received the benefit of timely subsidy payments and superb customer service, and have made a valuable contribution to our mission to make housing part of a holistic healthcare strategy. The TCLV program provides direct rent subsidy payments, excellent administrative oversight, and direct contact with Alliance staff to ensure superior customer service. We offer a higher level of responsiveness and greater oversight than other rent subsidy program. Alliance staff work in partnership with property owners throughout tenancy to ensure success, and troubleshoot any issue that arises. Property owners can receive holding fees and can utilize our Special Claims in the event of damages or vacancies.
Every individual served by Alliance with the TCL voucher receives a normal lease like any other renter in North Carolina. Along with a lease, the individual, the property owner and Alliance enter into an additional contract called the Owner Contract. This contract provides additional coverage and support to all three parties and clearly delineates the payment structure for the voucher program. Property owners will receive direct rental payments from the individual equal to 20% of their income, and Alliance pays the remainder of the Fair Market Rent in the form of the voucher subsidy. While this means that property owners receive two payments each month, the Owner Contract ensures Alliance provides direct electronic payment.

Permanent Supportive Housing
The Supportive Housing Program (SHP), also called DASH, is a federally-funded program in Durham County that provides permanent housing assistance in connection with supportive services to homeless people with disabilities and their families. The program specifically targets people who have a serious mental illness, substance use issues, and/or intellectual/developmental disabilities.
