This live, virtual training provides a comprehensive overview of Competitive Integrated Employment (CIE) within the broader legal and system framework established by the Consent Order resulting from litigation between North Carolina Department of Health and Human Services (NC-DHHS) and Disability Rights North Carolina (DRNC). Grounded in the requirements of the NC Persons with Disabilities Protection Act (NCPDPA), this session explores how CIE serves as a key strategy for reducing unnecessary institutionalization and expanding access to meaningful, community-based services.
Participants will learn how CIE aligns with person-centered care, informed choice, and Employment First principles within the care management model. The training will examine the system changes and implementation of benchmarks required under the Consent Order, with a focus on how care managers and providers can operationalize these expectations in
daily practice.
Through real-world examples, practical tools, and scenario-based discussions, attendees will gain strategies to embed employment goals into assessments, care planning, and ongoing coordination with community and
vocational partners. Emphasis will be placed on identifying and reducing barriers to employment, strengthening cross-system collaboration, and supporting individuals with intellectual disabilities in achieving sustainable, competitive, and integrated employment outcomes.
